Chief Gonzales has asked to meet with you about a problem that the department is experiencing. As the chief of operations, you feel very privileged to be included as part of the problem solving group. When he arrives at the station, he gives you a quick overview of the problem: apparatuses are being driven too fast. He explains that the department has had several complaints recently about the driving with the most recent coming from a city council member. He goes on to say that he does not believe that the solution is as simple as a stricter policy. Before leaving he tells you that you were selected to be in the group because your crew is considered to be safe drivers, yet they still have good response times. After he leaves, you begin to ponder the situation before you.
